During his tenure at the DOH, Mr. Blinstrub held various positions in the DOH bureaus that have had the most significant impact on reimbursement and financial planning issues affecting the health care community, including Bureau of Hospital and Nursing Home Construction Financing, Bureau of Capital Cost Financing, Bureau of Financial Analysis, Bureau of Long Term Care Reimbursement, and most recently, the Division of Health Facility Planning.
Highlights of Mr. Blinstrub's impressive experience include oversight of staff in the development of Medicaid rates for long-term care services; developing financial review techniques for the review of CON applications; staff training and financial analysis of CON applications; development of the HEAL NY competitive financial review criteria and review of the HEAL NY applications.
Mr. Blinstrub has served as a senior resource for special initiatives and advisory groups, including Governor's Task Force on Capital Cost Reimbursement for Nursing Facilities, Capital Policy Advisory Committee, Health Planning Commission (Brooklyn Plan), Article 28-A Advance Refunding; AIDS Nursing Facility Refinancing; Commission for Financially Distressed Nursing Homes, Nursing Home Quality Improvement Grant Initiative, HEAL NY and Long Term Care Rightsizing.
