Koy Dever
Principal
Koy Dever provides financial consulting services to the firm's health care clients including home care agencies, managed long term care providers and nursing facilities. She has considerable experience researching and analyzing the impact of Medicaid reimbursement reform initiatives including Value Based Pricing for nursing facilities and Episodic Pricing for Certified Home Health Agencies and Ambulatory Patient Group (APG) reimbursement for diagnostic and treatment centers.
During her tenure at Loeb & Troper, Koy has successfully assisted clients with the preparation and review of financial models and projections associated with strategic planning initiatives as well as New York State Certificate of Need applications. In addition, Koy provides consulting services regarding Medicare/Medicaid reimbursement, cost report preparation and rate analysis and appeals. She is currently taking the lead at the firm in bringing together our many capabilities to assist organizations as they plan for and respond to OMIG audits.
Koy joined the firm in 1997. Before joining Loeb & Troper, Koy worked for the Deputy Mayor of Education and Human Services in NYC and the NYS Division of Budget in Albany. She holds a Masters Degree in Public Administration from the Maxwell School at Syracuse University.
