April 1, 2009 New York, NY - Loeb & Troper LLP announced today that Kathleen E. Gill has joined the firm as a Manager in its Health Care Consulting Division. Ms. Gill joins the firm after a successful long-term career at the New York State Department of Health (DOH).
During her tenure at the DOH, she held various positions. Most recently she was the Director of Long Term Care Reimbursement in the Division of Health Care Financing. In this capacity she was responsible for the administration of over $10 billion in Medicaid funding to over 1,500 long term care providers including nursing facilities, home care providers, hospice programs, foster care programs, adult day care programs, assisted living programs and personal care programs.
Ms. Gill was responsible for overseeing the operations of the Bureau, which included establishment of Medicaid rates, processing appeals, case mix adjustments, HCRA payments and legislative mandates.
Ms. Gill was also actively involved in the New York State budget process including: developing statute and regulations, producing reports regarding budget initiatives and presenting information to legislative parties.
