Harvey Liebman is responsible for providing a full range of audit services to various health care and not-for-profit organizations in New York and New Jersey. He reviews and assists in the preparation of financial statements, budgets, schedules of certified construction costs, management letters, government information returns, cost reports, OMB Circular A-133, HUD audits, and a wide variety of special reports.
He has piloted a number of value-added services that have grown from the requisite audit responsibilities, including:
•Designing custom accounting systems
•Development of budgets for new programs
Harvey is widely recognized for his ability to guide clients in understanding the proper correlation of statistics in the preparation of Medicare and Medicaid reports. He has specific expertise in reviewing rate appeals and third-party audits in determining their impact on clients' financial statements.
Harvey joined the firm in 1971. He holds an accounting degree from Hofstra University.
