Loeb & Troper LLP is pleased to announce that Gerry Adest, CPA, has been named as a partner and Koy Dever, MPA, has been named as a principal of the firm. Both appointments are effective January 1, 2010.
Loeb & Troper is proud of its long history of promoting from within. Both Gerry and Koy have been with the firm for over ten years.
Gerry provides financial consulting services to the firm's health care clients. He has expertise in the reimbursement and financial issues of long-term care providers. He has served as a financial consultant in developing Rightsizing strategies and securing HEAL funding for some of the largest capital improvement initiatives in New York State.
Koy also provides financial consulting services to the firm's health care clients. She works with managed long-term care providers, home care agencies and nursing homes. She has significant expertise in Medicare and Medicaid reimbursement issues, in both the long-term care and home care arenas. She is currently taking the lead at the firm in bringing together our many capabilities to assist organizations as they plan for and respond to OMIG audits.
Gerry Adest
Gerry Adest provides a full spectrum of financial consulting services to health care providers. He has provided the financial modeling, analyses and troubleshooting from which strategic initiatives are determined and implemented. He also works closely with clients in formulating operational and cash flow forecasts and manages a wide range of financial feasibility studies.
Gerry has expertise in the reimbursement and financial issues of long-term care providers. He has served as a financial consultant in developing Rightsizing strategies and securing HEAL funding for some of the largest capital improvement initiatives in New York State.
Gerry joined the firm in the audit practice in 1996 after graduating with a B.S. in accounting from Brooklyn College. In 2002, he joined the consulting practice. He has experience in the private and public sectors in health care, real estate and financial services.

Koy Dever
Koy works closely with managed long-term care providers, home care agencies and nursing homes. She has significant expertise in Medicare and Medicaid reimbursement issues and is currently taking the lead at the firm in analyzing and preparing clients for a new Medicaid reimbursement system for outpatient clinics. Before joining Loeb & Troper, Koy worked for the Deputy Mayor of Education and Human Services in NYC and the NYS Division of Budget in Albany. She holds a Masters Degree in Public Administration from the Maxwell School at Syracuse University.
