Brian O’Reilly is responsible for providing a full range of advisory services to rehabilitation and residential care facilities, education, foster care and other types of health care organizations serving the disabled. Brian is widely recognized as a leading expert in New York State for fiscal, reimbursement and reporting issues relating to Special Needs service providers.

Brian has an extensive background in reimbursement rate analysis, cost reporting, budgeting and appeals for programs operated by Special Needs service providers, such as:

Individual residential alternatives
Day habilitation
Intermediate care facilities
Supported employment & prevocational services
Foster care and prevention programs

Additionally, Brian has unique specialized knowledge of New York State Education Department funded programs and has provided advisory services to providers with the following types of programs:

Early intervention
